Assigning Portfolio Manager Properties to Periscope Locations

ENERGY STAR properties need to be assigned to Periscope locations in PeriscopeConfig window under Location Properties.  This allows a property and score to be directly associated with a location.  To do this, click on any Periscope Location in PeriscopeConfig.  There is a new configurable dropdown that contains a list of EnergyStar properties.  This needs to be setup for each location that should be tied to a property.
